Under the Innovation and Quality in Childcare Act (Wet IKK, part of the Childcare Act), at least one adult holding a valid, recognised paediatric first-aid certificate (kinder-EHBO) must be present at every care moment. The certificate is valid for two years and must be renewed through a refresher course. Enforcement rests with the municipal health services (GGD), and the certified first-aider need not be one of the pedagogical staff.

Dutch childcare uses a jointly signed medication form (medicijnformulier) authorising staff to give medicines. An adrenaline auto-injector is used only in an emergency, where the emergency-aid duty (noodrecht) covers administration by trained staff, overseen by the GGD. When a severe allergic reaction develops, acting within seconds can be lifesaving.
