Becoming a foster parent in the Netherlands means giving a child a safe home when they cannot live with their own parents. The preparation through the STIP programme covers the care and safety of the child; knowing how to give first aid in an emergency is part of responsible caregiving.

The first-aid requirement

Foster care falls under the Youth Act (Jeugdwet) and is delivered by foster-care providers. There is no national statutory requirement explicitly imposing a first-aid or CPR certificate on foster parents; however, you complete the mandatory preparation and selection process (STIP), a safety and suitability assessment of the home, and submit a Certificate of No Objection.

Suitability is assessed and recognised by the foster-care provider that supports the family. Valid first-aid or CPR training is in addition to that assessment and to parenting skills, and it is sensible to keep it current.

How to meet it

A recognized, up-to-date first-aid and CPR certificate meets this requirement. It is in addition to the required training or assessment, and is renewed periodically.
