The Netherlands' Working Conditions Act (Arbowet, Articles 3 and 15, transposing EU Directive 89/391/EEC) requires employers to appoint company emergency responders (BHV'ers) who provide first aid, with no fixed headcount — the number follows from the risk inventory and evaluation (RI&E), with a common benchmark of about 1 BHV'er per 50 people in low-risk settings.
Under the Innovation and Quality in Childcare Act (Wet IKK, part of the Childcare Act), at least one adult holding a valid, recognised paediatric first-aid certificate (kinder-EHBO) must be present at every care moment, enforced by the municipal health services (GGD).
Article 450 of the Dutch Criminal Code (Wetboek van Strafrecht) creates a duty to render aid to a person in immediate life-threatening danger, but only punishes failure where the victim's death actually results; there is no separate civil-immunity shield for the lay rescuer.
In the Netherlands statutory registration runs through the BIG register (Ministry of Health, VWS) with re-registration every five years, and the V&VN Quality Register additionally requires documented continuing education — accredited resuscitation courses (CPR/AED, ACLS, PALS) count as eligible education.
In Dutch nursing, residential and care-living homes (verpleeghuis, verzorgingshuis, woonzorgcentrum), every Verzorgende IG must hold a resuscitation certificate (reanimatie/BLS-AED) alongside the BHV and medication certificates so staff can act immediately in a cardiac arrest.
Foster care falls under the Youth Act (Jeugdwet) and is delivered by foster-care providers; there is no national statutory requirement imposing a first-aid or CPR certificate on foster parents, though the mandatory STIP preparation, a home safety and suitability assessment, and a Certificate of No Objection are required.
Online CPR and first aid training is recognized in the Netherlands for personal, childcare-licensing and employer purposes; BHV training includes a practical component, so theory may be delivered online while the practical remains in person, with an annual refresher expected.
