The employer must appoint one or more company emergency responders (BHV'ers) who, among other duties, provide first aid. The law sets no headcount threshold: the number and level of BHV'ers follow from the risk inventory and evaluation (RI&E). In practice, a common benchmark is about 1 BHV'er per 50 people present in low-risk settings.
